Industries (like oil companies) pay into the fund.  It is a resource to pay for the clean-up of abandoned sites and contaminated areas that have no owner who can be sued for cleanup.

It's a great piece of legislation that has helped to clean up many seriously contaminated sites.  Unfortunately, the funding for this has been allowed to dry up.</description>

		<description>although the information you provided is really interesting i think your calculations might be off.  One penny is .01 dollars,  1/10 of a penny is .001 dollars.  So that would be .001 dollars per gallon mulitplied by 15 gallons is .0015 dollars per fill up.</description>
